During my time at the EEAS, OSCE and the INGO, CMI, I have had the pleasure of working with Wilbur on several occasions throughout the years on various projects and efforts to promote and build capacity in the field of international peace mediation. I have come to get to know Wilbur very well professionally, and can attest to not only his commitment to and professionalism in this field, but also his creative and out-of-the-box approach to creating new tools, advising stakeholders and solving problems. Wilbur is an excellent trainer and personable adviser and I would highly recommend his services.

Wilbur helped us set up a curriculum for international negotiations with third countries and within the European Union. It gave our employees a boost to become stronger and explore successful relationships with new partners.

Wilbur’s masterpiece was the curriculum he designed for the course that our employees of the Directorate of International Affairs followed together with the International Organization for Migration. In this course, Wilbur not only explained and showed us, but above all he let us feel how voluntary and forced return can be reconciled and what it takes to be successful together for returnees.

I have worked with and known Wilbur Perlot since 2012 in various capacities.

Wilbur has invested a lot of his time to understand the dynamics of conflicts and he uses trust-based methods and deep knowledge of alienation, power and inclusion to reveal new insights about peacebuilding, dignity, and system reform and how to cultivate them. His work draws deeply from many years of experience in war affected countries. A key focus is marginalized women and youth.

Wilbur is adept at motivating and leading multi-disciplinary, multi-national teams to deliver excellence. And finally, he is passionate about peace making and works on it diligently. He is a great resource as a trainer, mediator and peace-builder.

We have observed Wilbur at work in Istanbul, the Philippines and The Hague for over a decade. He designs, develops and delivers inspirational interventions for his audiences through a variety of methods and on a range of topics. Above all, his values, rigour and sensitivities shine through, as he strives for better outcomes in fragile political environments.

I had the pleasure to work with Wilbur on several initiatives of a period of 8 years. Our collaboration focused on training and capacity building for conflict parties on negotiation and participation in peace processes. Wilbur worked with HD teams on several different conflicts. Wilbur has deep expertise in negotiation techniques and strong ability to engage participants constructively. He has always demonstrated strong understanding of the needs of a peace process and the importance of adapting to changing circumstances.
